This lathe will do everything except taper the wood.
You can buy a one-piece house cue and cut in half, and make custom cue. Or buy pretapered pieces, build from there.
Install pins, tap shafts, spin slow to dry finish, sand shafts, install tips ferrules  do repairs or build complete cue. This is a well built professional lathe, taig replacement parts and accessories will fit.
Additional accessories, drive pins, live centers, extra steady rest  (needed to install pins in butt )  cutting tools are available from me as you need.
